When it comes to billboards, there is the cost of install and maintenance, which requires capital significantly greater than $10k. Plus, depending on the location of the billboard, you might not bring in a lot of revenue for 1 panel.
21 is a good age to get started in outdoor media though! It’s a massive industry!
There several rules and regulations about billboards, you might want to go through them before deciding whether to make the billboard by yourself. Additionally, it’s a good idea to reach out to the main billboard advertising company in your area and work out an agreement with them. It’s much safer that way.

Billboards are communication vehicles, and as with any communication, audiences must be considered while creating your message. Graphics and messaging aimed at twenty-somethings, for example, will most certainly differ from those aimed at middle-aged working professionals.
